Safety Requirements

For all industrial activity (nuclear or other), it is first necessary to clearly establish complete Safety Requirements for the activities or facilities concerned.
These requirements depend on:

Ideally, it is adviseable that each party (in particular the operator and the regulator) performs independent studies before confronting and reaching a consensus.

For running activities, this study should be updated as necessary and according to the evolution of regulations, rules, practices as well as environment.

Safety analysis process

On the basis of the Safety Requirements thus defined, the operator of the industrial activity should:

  1. perform Risk Analysis;
  2. apply Defence in Depth;
  3. substantiate the safety approach;
  4. perfom in-house assessment of the safety approach and its justification.
  5. submit its safety demonstration to the Regulator.

The Regulator then evaluates the safety demonstration, with the assistance of TSO if applicable, and decides on the actions to be taken.

Preliminary Risk Analysis

To perform Risk Analysis, it is important to identify at the outset (preliminary risk analysis) all possible hazards and threats and from any source relating to the activities concerned.

Indeed, in the process of risk analysis, it appears that a significant part of these dangers and threats will not constitute a real risk to the installation or activity.
However, it is necessary to keep track even briefly of these ruled out risks (short explanation next to each hazard or threat eliminated, i.e. in a table).
Indeed, if the exclusion of a threat or hazard is questioned, especially by an abnormal event, it will be necessary to go back over this threat or hazard (cf. for instance, aircraft crash or tsunami).

Thus, Risk Analysis is a critical stage where it is important not to be mistaken, since it affects all the safety analysis.

Safety Analysis – Defence in Depth

Safety analysis of the installation or activity is to first consider the dangers and threats identified at the stage of preliminary risk analysis in the context of all concerned processes, places and states.

Substantiation

To justify and, if necessary, to adapt the safety analysis, it is often necessary to resort to complementary studies.

Safety assessment and evaluation

When the safety analysis is carried out and justified, it must be evaluated and validated by the Regulator with the assistance, if necessary, of its TSO.
